The Phoenix Party Manifesto

A single mandate, a lawful transition, and lasting accountability to the people it serves

This is not a manifesto of policies to govern by. The Phoenix Party seeks no such power. It is a plan to do one thing — return a standing power to the people. Achieving that requires holding office as the elected government, and for as long as it does, it governs conventionally, as any government must — not by ambition, but by necessity. Everything set out here serves that single end.

Where the electorate’s expressed will is for the Party to remain in office once that objective is achieved and operational, it continues to set policy as any government does — but with the electorate holding a direct say in what that policy is, through ordinary democratic accountability and, from that point forward, through the standing power’s own authority to direct government action on any matter it chooses. This is not a constraint particular to Phoenix; it is how every party in office governs from that day forward, Phoenix included.

How this Manifesto takes force

The Phoenix Party is declared and mandated to be established, pending registration with the Electoral Commission. This manifesto describes how the Party will act once formed and elected on its single mandate. It is the destination, reached by lawful electoral mandate and a binding referendum — not by automatic operation of law, and never by force.

The Single Mandate

Every Phoenix candidate stands on one promise: to legislate a single binding referendum that establishes the House of the Electorate and entrenches the codified constitution — the Declaration and the Bill of Rights — and to honour its result without amendment. What becomes of the Party once that promise is delivered is not part of the pledge itself — that is for its own members and the electorate to determine. There is no other policy and no other ambition.

It is the last mandate: the authority to make itself, and party politics’ hold on the people’s power, obsolete.

Accountability Upon Completion

The mandate is explicitly limited and cannot be redirected. Upon the standing power passing into the people’s hands and the constitution being entrenched, the Party’s founding purpose is fulfilled. The Party does not, however, automatically cease to exist: it remains in office, accountable to the people through ordinary elections and, from that point forward, through the standing power itself. What becomes of the Party thereafter is a matter for its own membership and/or the electorate to determine, by vote, not a condition automatically fixed by its own constitution. This is written into the candidates’ covenant from the first day, so that no Phoenix officeholder may redirect or supress the Founding Objective itself, or declare it unfulfilled once the people have judged otherwise.

The Transitional Period

The path from mandate to settled constitution runs in deliberate, lawful stages:

  1. The mandate — the people elect the Phoenix Party on its single promise, granting it the authority to legislate the referendum.
  2. The binding referendum — the Party legislates one self-executing referendum; the people vote the House of the Electorate and the codified constitution into force.
  3. The interim civic platform — while the permanent system is built, a secure interim platform lets the people begin exercising their standing power without delay.
  4. The permanent Civic-Crowd-Device platform — the audited, publicly-held platform through which the electorate deliberates and casts binding verdicts replaces the interim one.
  5. Public servants as executors — Parliament, departments, and officials continue — now as executors of the people’s mandate, carrying out the settled will, with no independent authority to override it.
  6. Accountability — its founding task fulfilled, the Phoenix Party remains in office, accountable to the people through ordinary elections and the standing power alike.

No stage happens by automatic operation of law or by force; each rests on the people’s lawful vote.

Where It Sits

This manifesto is the plan of the vehicle, not of a government:

  • The Phoenix Party — is the vehicle this manifesto belongs to.
  • The House of the Electorate — is the standing power it exists to establish.
  • The Civic-Crowd-Device — is a proposed tool the people will decide through.
  • The Bill of Rights — is the floor the standing power may never cross.

A Model for Every Nation

The same single-mandate manifesto can be carried by a ‘Phoenix’ party in any nation, and by any people not represented by a recognised state at all — no population on Earth is excluded from this offer. Any national equivalent a people chooses to raise remains free to build its own path; no nation, and no unrecognised people, is bound to this name or to any part of this model. But a shared name, once established, becomes the natural one for others to reach for rather than invent afresh — and a movement recognisable by name across borders is stronger for it.

The Declaration of Sovereignty and Bill of Rights are built the same way: designed from the outset for any people, in any nation or territory, to adopt entirely by their own choice — never imposed, never assumed, always freely taken up. The plan repeats; each people restores its own sovereignty and holds its own vehicle to account once the work is done.
